From our headquarters in Victor, NY, current principals David T. Finkbeiner and Jeffrey W. Hurd, lead a team of experienced structural engineers who have earned a reputation for their attention to detail and responsiveness.

When HSE is included on your project team, you will benefit from the experience and expertise of all our structural engineers, not just the particular engineer assigned to your project. Combined, we have over 150 years of structural engineering experience, and we collaborate and draw from that experience and knowledge on every project.

HSE currently has 5 Licensed Professional Engineers on staff. We have often been named to the List of Top 25 Engineering Firms in the Rochester Business Journal.

  • David T. Finkbeiner, PE, President, attended Clarkson University, where he earned a B.S. degree in Civil Engineering. He also holds his M.B.A. degree from Rochester Institute of Technology with a focus on technology management. David is the principal structural engineer for Wegmans Food Markets in the Northeast Region of the United States. He also has worked extensively on New York statewide educational facilities and multi-story apartment buildings.

    For over 25 years, David has had the opportunity to provide structural engineering services on a wide range of complex projects. Notable structures include Alex Park Multi-Story Residences, Office, and Parking Structure in Rochester, NY; Skyview Park Multi-Story Apartments and Pedestrian Bridge in Irondequoit, NY; and Churchville-Chili Central School District’s Auditorium, Gymnasium, and Natatorium facilities in Churchville, NY.

    David joined the corporation in 1999, in 2011 became Principal, and in 2020 was elevated to President. He is a proud member of Chi Epsilon and Beta Gamma Sigma, the National Civil and Business Honor Societies.

Jeffrey W. Hurd

  • Jeffrey W. Hurd, Vice President, has a career that has spanned over 35 years, and includes a broad range of structural engineering experience. Jeff started his career in steel fabrication and this practical and detail-oriented experience can be seen in the way he approaches any project or engineering problem. Jeff has managed the structural design of many large municipal, commercial, industrial and institutional structures. He has extensive experience in steel, concrete, timber and masonry design.

    Jeff is the principal structural engineer for Lowe’s Companies, Inc. in the Northeast Region of the United States. Other notable project achievements include the Perinton NY Aquatic Center, Corporate Crossing Office Buildings, Yates County Courthouse and Office Building, Genesee Brewery Modernization Project, Episcopal Senior Living – 2nd & 3rd Story Housing Project, CDS Joseph Ave – 5 Story Housing Project, and various multi-story Self Storage Buildings in NY and NJ.

    Jeff joined HSE in 1998, in 2017 became an Associate Principal and in 2020 was elevated to Vice President. He is a member of The National Concrete Masonry Association, The Light Gauge Steel Engineers Association, The Engineered Wood Association, The American Welding Society and The American Concrete Institute.
